Studio Response and co-producer Zoe King were appointed by Cardiff Council and Vinci to develop and manage a public art programme for the redevelopment of both Butetown Youth Pavilion and Butetown Community Centre. As the buildings are an important community resource, engagement with the local Butetown community was an essential element of this commission and the commissioned artists worked in dialogue with the Butetown Community Centre Committee and the various groups who regularly use the Youth Pavilion and Community Centre.

Artist Binita Walia was commissioned to create a glass artwork for the facade of the Community Centre and Sea/Land/Slate/Coal takes inspiration from the historic, cultural and topographic nature of Butetown. Developed with the community through artist mood boards, workshops and conversations, the drawings evolved from contemporary maps of Butetown alongside historic narratives. Tiger stripes reference the old name of Tiger Bay and the rows of houses with flags took inspiration from the old terraces in the neighbourhood.
